1. Introduction
Start Innovation Hub is launching its TalentPort Project to enhance digital literacy and technical skills among youth, women, and persons with disabilities. TalentPort, as an integral part of the Innovation Development and Effectiveness in the Acquisition of Skills (IDEAS) Project, is supported by the Federal Government of Nigeria through the Federal Ministry of Education and funded by the World Bank. The IDEAS Project aims to enhance skills development across Nigeria. Adopting a holistic approach, the project addresses critical elements of the skills development system and fosters industry collaboration to ensure better alignment with labor market needs. It encourages private investment in formal training programs and facilitates a robust and effective skills development ecosystem.
2. Scope of Services Required
Expression of Interest (EOI) is now requested for interested consultants and vendors for the provision of any of the following services. You can indicate interest in more than one service:
- Needs Assessment: Understanding the target audience (young people, women, and PWDs), demographic analysis, digital literacy assessment, career aspirations and goals, skill gap analysis, accessibility needs, employer expectations, learning styles, time constraints, location preferences, assessing internship placement needs, industry preferences, job role preferences, and internship requirements.
- Curriculum Development: Develop comprehensive training materials and modules on Digital Marketing, Data Analytics, and Cybersecurity tailored to the project’s objectives.
- Technology Provision/Office Supplies: Supply and install the necessary software, hardware, and digital tools required for training on different learning devices for the project.
- Training Delivery: Experienced instructors on Digital Marketing (Smartphone Videography, content creation), Data Analytics, and Cybersecurity.
- Job Linkage: Facilitate the linking of our graduate trainees to internship placement and jobs and tracking their progress.
- Development of Talent Management System: An experienced software development company to develop and manage our Talent Management System.
3. Eligibility Criteria
Vendors must meet the following eligibility criteria:
- Legal Registration: The vendor must be legally registered and authorized to operate in Nigeria.
- Experience: Demonstrated experience in delivering similar services in the last 2 years.
- Technical Capacity: Sufficient technical expertise and resources to deliver the required services effectively.
- Financial Capacity: Adequate financial standing to manage the project scope, supported by proof of work done within the last 3 years.
- Compliance: Vendors must adhere to the donor’s procurement and anti-corruption guidelines.
4. Application Process
Step 1: Expression of Interest (EOI)
Interested vendors must submit an EOI to talentport@starthub.com.ng by 11:59 pm on 17th September, 2024.
Step 2: Request for Proposals (RFP)
Shortlisted vendors will be invited to submit detailed proposals. The RFP document will include the terms of reference (TOR) and submission requirements.
Step 3: Proposal Submission
Vendors must submit their proposals by the specified deadline. Proposals should be structured as follows:
- Technical Proposal: Detailed approach to delivering the services, including methodology, work plan, and team composition.
- Financial Proposal: Itemized cost breakdown, including all applicable taxes and expenses.
- Compliance Documents: Proof of legal registration, financial statements, and other required certifications.
5. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical Expertise (40%): Quality and relevance of the proposed approach, methodology, and team expertise.
- Financial Proposal (30%): Cost-effectiveness and alignment with the project budget.
- Past Performance (20%): Previous experience in similar projects, especially with the donor’s-funded initiatives.
- Compliance (10%): Adherence to procurement and anti-corruption policies, legal and financial requirements.
6. Contract Award
Contracts will be awarded to the most responsive vendors who meet the criteria outlined above. Contract terms will be negotiated based on the project requirements and the vendor’s proposal.
7. Conflict of Interest
Vendors must disclose any potential conflicts of interest in their proposals. Failure to do so may cause disqualification.
8. Submission Guidelines
All submissions must be in English and in [specify format, e.g., PDF]. Proposals should be submitted electronically to talentport@starthub.com.ng with the subject line “Proposal for TalentPort Project – [Vendor Name].” Late submissions will not be considered.
